The answer would be B) The hands are at 11 and 6; arc measured clockwise.

This is true because if the hands were on 12 and 6, the clockwise and counterclockwise arcs would be equal (a semicircle), and if you move the big hand to the 11, the clockwise arc becomes larger than the semicircle, cutting one piece out of the counterclockwise arc (making it smaller than a semicircle).
