What is referndum?What are the causes of it?

Referendum is a form of direct vote where the government has to give the final vote to the people about some issue. It happens in very serious state matters such as Brexit where government doesn’t have enough power to change the constitution for example or change the coutries borders. It is a very strong democratic tool that put peoples choice first.
