It would simply be 1.96 divided by 3.5. It would be 56 cents per pound.

[tex] \frac{7}{2} * \frac{2}{7} ib = \frac{196}{100} * \frac{2}{7} \\ \\ 1ib = \frac{28}{100} * \frac{2}{1} \\ \\ 1ib = \frac{56}{100} = 0,56[/tex]
