False, this would imply that

[tex]\sqrt{4}=-2[/tex]

but we have

[tex]\sqrt{4}=2[/tex]

In general, the range of the square root function is the set of positive integers, so you can never have a negative y coordinate on the graph of [tex]y=\sqrt{x}[/tex]
