The answer is A, they are always equal.

As seen in the Law of Conservation of Mass/Energy, Matter can be neither created nor destroyed. You can't get more matter through a reaction just as you can't make that matter simply disappear. Because atoms are only rearranged in a chemical reaction, there must be the same number of atoms in both the reactants and the products.
