Top ice skaters skate on water. Do you agree? Explain.

I’m not too sure I really get this question as what I thought you could only skate on ice and not water as it’s not a solid and you just wouldn’t be able to skate on water . But at the same time once the ice melts it turns into water so I’ve really gotten confused with this question thinking bout it .
