If you need to graph it, then place an open circle at 11 on the number line. Shade to the left.
if x - 3 + 2 is less than 10 then you would solve this question like this,
x - 3 + 2 < 10
x -(3+3) + 2 < 10 + 3
x + 2 < 13
x +(2-2) < 13 - 2
x < 11
