According to Google, Sodium Hydroxide (NaOH) reacts with protic acids to produce water and/or corresponding salts.

Sodium Hydroxide is a solid, but it can be dissolved into water, making it a liquid. 

The state of matter of NaOH (sodium hydroxide) would have to be Aqueous (aq), which, in chemistry, means that its solvent is water, making it a liquid.
