How might the lack of natural resources affect a region's ability to trade?

the lack of natural resources would mean that the entire region would loose money and other resources from other nations, like if I have tomatoes but this year I only grew two so I can't get my eggs, milk, and butter from my neighbor. So the region would suffer very much.
