Explain why surface runoff, or rain not absorbed by the soil, occurs much more often in areas with soils with a high clay content

This is because clay slowly absorbs water. It may take a few minutes+, but eventually it does happen. Since rain falls rather quickly, there is not much time for the clay to absorb the water flowing on the ground, therefore there would be more runoff in places where the soil has a high clay content.
