technically, Collution between firms is considered Illegal in South Africa.

Both firms keep doing it behind the curtain because it is very beneficial for them.

For example, the firms could collude to set the price that they will impose to the market, and make sure they got the highest possible profit while the customers have to deal with the unreasonably high price.
