The statement can be classified as "False" statement. 
Perception refers to a process where we or anyone gives meaning and derives results based on the experiences in one's environment so it is not always best to have most information possible.
Perception making is often described in three stages which are:
1) Interpretation 
2) Organization 
3) Selection
