I think this is because his angular momentum must be conserved, so reducing his radius must increase his speed of rotation. When a figure skater draws his arms and a leg inwards, he reduces the distance between the axis of rotation and some of his mass, reducing the moment of inertia. Since angular momentum is conserved, his rotational velocity must increase to compensate.
