The correct answer is a problem of arrangement. 

An anagram is simply a word formed by rearranging the letters of another word. In this instance "oshue" is an anagram of the English word "house". Problems of arrangement when learning to spell is something children sometimes go through. Furthermore, problems with arrangement are found in individuals with learning difficulties such as dyslexia.
