I beleive the answer is: Terminate production of CFCs through finding substitutes.
This action is easier said than done because CFC based product is used by almost all people (they're contained in hairspray and refrigerants)
National Oceanic & Atmospheric Administration (NOAA) stated that hydrofluorocarbon (HFC) creates less environmental damage compared to CFC.
