Yes I think that scientists should keep the smallpox germs in laboratories because if the germs get out millions of people could get exposed and will get sick. If I got this correctly smallpox could get kill people if not treated properly. So to answer your question yes scientists should keep smallpox germs in the laboratories to keep people safe.
