Yes. Its true. If you have lets say 10 flowers and 8 of them are green and 2 of them are blue, then you will know that 80% or most likely the next flower will be green. It won't always be that way but that is what you will predict. To make a prediction, you need something to predict on like a sample of something. I hope this helps your question!
