Given:

9 ones
8 tenths
1 hundredths
thus;
1 hundred = 1 x 100 = 100
9 tens = 9 x 10 = 90
9 ones = 9 x 1 = 9
8 tenths = 8 x 1/10 = 8/10 or .8
1 hundredth = 1 x 1/100 = 1/100  or .01

add: 100 + 90 + 9 + .8 + .001 = 199.81
That is: one hundred ninety-nine and eighty-one hundredths
